LAKE COUNTY MUNICIPAL LEAGUE 2019 LEGISLATIVE PRIORITIES
TO PROVIDE FOR A SUSTAINABLE FUTURE
- PENSION REFORM AND CONSOLIDATION
- Consolidate public safety funds into Illinois Municipal Retirement Fund
- Adopt constitutional measures that would ease the burden to the taxpayer and put on path to long term sustainability
- Define what a catastrophic injury is in order to prevent an employee who may be unable to return to active duty but is fully capable or returning to the workforce in another capacity to collect taxpayer provided health insurance
- PROTECT AND ENHANCE MUNICIPAL REVENUES
- Restore local government revenues to their previous levels which has caused fiscal instability to municipalities
- Broaden Illinois’s tax base beyond goods to include services
- Oppose unfunded mandates which have a devastating impact on financial health of municipalities
- Oppose legislation that would reduce local motor fuel tax funds
- Expand Home Rule eligibility to all communities with a population of 5000 or over
- Urge Federal Government to support Market place Fairness Act which allows state and local governments to collect taxes on remote electronic sales
- Oppose any bill granting authority to sweep appropriated funds becoming law
- Protection of electronic recycling program funding which will be implemented in 2019
- PROVIDE CAPITAL FUNDING TO SUSTAIN INFRASTRUCTURE
- Enact a state capital program to address critical infrastructure needs such as road, sewers, water mains and a transportation system which is in perilous need of repairs and improvements
- Expand storm water assistance to local governments
