Please join the Lake County Municipal League for a Treasurer's Report from Springfield. Illinois State Treasurer, Michael Frerichs, will provide a financial update from Springfield followed by a question and answer session. Join the Lake County Municipal League in this 5K (3.1 mile) race open to all ages. All proceeds will benefit The 100 Club of Cook and Lake Counties. The 100 Club of Chicago provides for the families of first responders who have lost their lives in the line of duty. This membership based organization offers several forms of financial assistance, access to resources and moral support. All sworn federal, state, county and local first responders stationed in Cook and Lake Counties are included. All participants will receive a shirt and finish line goodies. ORDERS PLACED AFTER APRIL 24 ARE NOT GUARANTEED A SHIRT. This chip timed race will be a 5K loop on the fast paced trail of Independence Grove Forest Preserve in Libertyville. Runners and walkers of all ages are welcome. Strollers are allowed for walkers only. No other wheels are allowed on the course. Pre-race Packet pick up will be held on Friday, May 4, 2018 from 2-5pm at Round Lake Beach Cultural and Civic Center located at 2007 N. Civic Center Way, Round Lake Beach. ***Early packet pick up is strongly encouraged. Race day registration and packet pick up is not encouraged, but will be available from 7:30-8:45 am. The race will begin at 9 am. Awards to the top three male and female finishers will be presented at 10:15 am. All participants are required to read and sign the event waiver form on the registration form to be considered a participant. This event is Chip timed. Your chip is integrated into your bib number. Your bib number must be worn on the outside of shirt, clearly visible in the stomach area. There will be no gear check as parking is close to the start/finish. Headphones are allowed, hoever it is the participant’s responsibility to make sure that they do not impair their ability to hear and detect present or potential hazards and dangers. If at any time you are in need of assistance throughout the event please notify a volunteer or course monitor. Course conditions may vary. Course could be icy, snowy, wet or have other variable surfaces. The race will happen in rain or shine. No refunds are available.

This free training session is sponsored by the Lake County Municipal League and the Law Firm of Klein, Thorpe, and Jenkins. Klein, Thorpe, and Jenkins will begin the evening with a presentation on the legal fundamentals for elected officials. The session will also feature a panel of current Lake County managers and mayors discussing the duties and obligations required of government officials and manager and staff protocol. Please join the Lake County Municipal League for an Elected Officials Training focusing on theft prevention. The evening will begin with a screening of the film, All the Queen's Horses. This film focuses on Dixon city comptroller, Rita Crundwell, who stole $53 million of public funds across 20 years––making her the perpetrator of the largest case of municipal fraud in American history. She used the funds to build one of the nation's leading quarter horse breeding empires, all while forcing staff cuts, police budget slashing, and neglect of public infrastructure. The film investigates her crime, her lavish lifestyle and the small town she left in her wake. Following the film, audience members will be invited to submit questions to a panel consisting of: Lake Bluff Village President, Kathleen O'Hara, Bannockburn Finance Director, Stephanie Hannon, and Lauterbach & Amen, Partner Auditor, Jamie Wilkey. The schedule is as follows: 6-6:30 pm - Registration 6:30-8:00 pm - Film screening 8:00-8:45 pm - Panel Q&A Session 8:45 pm - Closing Light refreshments of popcorn and non-alcholic beverages will be provided. It takes a good deal of time and effort for elected municipal officials to get up to speed (and to stay there) in developing a working knowledge of your rights and responsibilities as a board or council member. You oversee and decide matters ranging from zoning to employment to business regulation to liquor licensing. Your rights and responsibilities as an elected official are largely shaped by the Constitution and by a multitude of federal and state laws and regulations. Learning or keeping up with key legal principles to properly perform your duties regarding local governance is critical. You are required to perform these responsibilities in compliance with all requirements for open, transparent government under the Open Meetings Act and Freedom of Information Act. Join Scott Uhler and Jim Ferolo, partners with the law firm Klein, Thorpe & Jenkins, for a discussion of a number of these key legal duties and issues. For newly elected officials, we will try to put you on the path to building an understanding of these essential legal rights and responsibilities, or for current elected officials, keep you on the right path of learning and refining your knowledge of the rules and regulations governing municipal operations as they evolve.
