City of North Chicago, Comptroller: The City of North Chicago is pleased to announce the recruitment and selection process for a Comptroller, Director of Finance.

The current salary range for the position is $101,150.00 – $122,522.00/DOQ.

The City of North Chicago is seeking a team-oriented professional with a successful financial or accounting track record based on collaboration with internal and external stakeholders. This person must have excellent management and interpersonal skills.

The Comptroller works closely with all Department Directors, and reports to the Mayor and Chief of Staff. The Comptroller is an integral part of the executive management team participating in key decisions regarding capital planning, long and short term revenue and expenditure strategies, budget development and administration, and all policies affecting the overall fiscal health for the City of North Chicago.

The essential functions of the Comptroller position include directing the financial operations of the City, plans, develops, implements, and evaluates financial activities. The Comptroller’s position also prepares financial statements, budgets, cash flow management, and manages the annual audit process. Recommends and implements improvements to the budgeting process through education of department managers on the financial issues impacting department budgets.

The Comptroller is responsible to maintain a reliable cash flow projection process and reporting mechanism to assure compliance with required cash/fund balance thresholds including periodic determination of minimum cash operating needs. The Comptroller prepares annual budget, appropriation ordinance, tax levy ordinances and other related fiscal ordinances; develops Capital Improvement Bond program and presents to Elected Officials; prepares necessary information and documents for sales of bonds; assists with annual City audit, provides necessary information to City’s auditing firm; supervises daily administration of payroll, accounts payable and revenue collection.

The Comptroller attends City Council meetings and various committee meetings to provide financial input. The Comptroller also needs to demonstrate effective analytical and communication skills by preparing complete and accurate records, reports, and presentations, both verbal and written.

Education Requirements: Minimum of a Bachelor Degree in Accounting, or financially related field, from an accredited institution. A Certified Public Accountant (CPA) certification or MBA is preferred. Ten (10) years of progressively responsible administrative management experience in accounting with five (5) years in a municipal finance management setting is required. The successful candidate will be a highly collaborative, with a proven track record in progressive fiscal management, with the ability to work closely with elected officials and department heads on the City’s financial strategies.

Village of Deer Park, Treasurer: The Village is accepting applications for part-time Treasurer.  The Treasurer serves as an appointed official who is responsible for planning and administrating the financial activities of the Village. Metropolitan Mayors Caucus, Project Assistant: Primary responsibility is supporting the Mayors Caucus’ environmental grant-making to member municipalities and other local governments.  Administers sub-grant transactions, maintains accurate and organized records, develops reports, and corresponds with grant recipients.  Provides general support to the implementation of environmental initiatives, as well as housing and community development projects.  Reports primarily to the Director of Environmental Initiatives.  The Director of Housing Initiatives provides secondary supervision. Regional Transportation Authority, Mobility Outreach Coordinator: The Regional Transportation Authority (RTA), located in downtown Chicago, is currently accepting applications for three (3) Mobility Outreach Coordinators. Will be assigned to Kane County, Lake County, or DuPage County office. Under the direction of the Manager, Mobility Education, in the RTA Mobility Services Department, the primary role of the Mobility Outreach Coordinator is to coordinate and provide presentations and represent the RTA at resource fairs and outreach events hosted at community organizations that serve people with disabilities and
older adults throughout the region. The intent of these presentations and resource fairs is to educate participants on the RTA customer programs, the ADA accessibility of the RTA transportation system, to promote travel on CTA, Pace and Metra, and to provide information on other community transportation resources available to older adults. This position will also assist the Manager with implementation tasks associated with the full Mobility Management Program.
